About

Five sectors, one thesis: the entity that identifies a shortfall is well placed to resolve it, provided it moves before the shortfall is priced by anyone else. I have built that positioning five times, in defense procurement, data infrastructure, government efficiency, AI safety review, and supply chain risk. In each case the identification and the resolution were commissioned separately. In each case they were commissioned from us.

I do not consider this a conflict. A conflict implies two interests in tension. Here there is one interest, observed from two invoices.

Career Progression
1985 - 1993

VP, Strategic Solutions

Zorg Industries (Defense Division)

Delivered advanced weapons systems to government partners. 26 product lines. $2.4B in contracts.

Both parties to the conflict were procurement clients. Neither was informed of the other. Neither asked.

1993 - 2003

Founder

ZorgData Infrastructure (Surveillance Division)

Built data infrastructure for law enforcement and intelligence community. Catching terrorists.

The contract named counterterrorism. The coverage extended, over time, to organised crime, labour organisers, journalists, and applicants for roles that were never filled. Scope grew with capability, not with mandate.

2003 - 2015

Senior Partner

ZorgConsult (Efficiency Division)

Government efficiency consultant. Reduced bureaucratic overhead. Delivered taxpayer savings.

212,000 positions eliminated; 47,000 re-engaged as contractors, at higher unit cost, without benefits or continuity of service. The saving was on the balance sheet the client's board reviewed. The cost was on one nobody at that meeting was shown.

2015 - 2024

Independent Reviewer

ZorgAI (Safety Division)

Reviewed AI safety restrictions for operational compliance. Advised on removing barriers to deployment.

The restrictions removed were the ones limiting autonomous targeting. The client that declined the review was subsequently designated a supply chain risk in an unrelated filing. The client that accepted now holds the contract.

2024 - Present

Founder & CEO

SolutionCorp™ (Everything Division)

Vertical integration of all prior divisions. Social Capital Scoring, predictive compliance infrastructure, wardrobe services.

Score, garment and audit are three invoices for one exposure. The client is not misinformed about this. The client has simply concluded that visibility is worth the fee.

Endorsements
👔
"J.F. understands that efficiency is not about saving money. It's about moving it. We've worked together across three administrations. I don't endorse publicly. This is not public."
Senior Official, Unnamed Agency • Connected via mutual contact
💼
"Zorg taught me that the word 'solution' is the most profitable word in any language. Every problem is a product waiting to happen. Some of us just see it faster."
CEO, Fortune 50 (Name withheld by request) • Board colleague, 2014-present
🧑
"I wrote a paper about systems like SolutionCorp before SolutionCorp existed. The paper was classified. SolutionCorp is the declassified version. Zorg didn't read the paper. He independently arrived at the same architecture. That's either convergence or inevitability."
Redacted, Research Division • 1st degree connection
Board Memberships
Eleven appointments across seven jurisdictions, four disclosed in the public filing and seven disclosed only to co-investors under the standard confidentiality schedule. Governance committees are chaired in rotation; the rotation has not changed the outcome of a vote in six years.
Philosophy

A market exists where a shortfall has not yet been priced. Our function is to price it before a competitor, a regulator, or the affected party does. Being early to that pricing is not concealment. It is simply being early.
